In Starpires, it was important to make sure that more powerful players could not just beat up much smaller players. Nobody likes bullies especially when you are the weaker player that doesn’t stand a chance of defending yourself.
To help combat this there are penalties and sanctions for unprovoked attacks against smaller empires. The cutoff for penalties is currently set to an empire that has less than 50% of the number of planets and net worth than you.
These penalties imposed by both your own population and the galactic council get increasingly harsh the more an empire bullies smaller players
Population Upset - Your population may become upset after an unprovoked attack on a smaller empire, leading to your civilian mood being lowered.
Economic Sanctions - After repeated attacks the galactic council may impose economic sanctions on your empire which you have to pay at the beginning of each turn. These sanctions will last several turns.
Military Action - The galactic council maybe forced to take “peacekeeping” actions, launching a series of devastating missile strikes against your
Attacks are considered unprovoked if the opposing empire has not attacked you within 40 turns. A good way of checking this is by looking at your enemies list, or seeing if your relationship to the empire is “At War” under the diplomacy menu.
There is also a small icon next to an empires name in the attack menu, if attacking them may result in sanctions.

My comment is simple. I am unable to attack those even a few million net worth below me, likely because of my outstanding military forces and population compared to the rest of these empires. Yet while I was struggling at 18million and 23million net worth, I would get hammered by empires up from 50million to 60something million net worth. I obviously did not stand a chance and I would be decimated into protection. Now I have absolutely no one to attack. I was at 47million net worth and the lowest guy I could attack was only 55million. Not that much of a difference, right? I was annihilated by 10 million net worth in just one attack. I am going to have to sell off my assets to decrease my population and military size it seems, just to be able to attack someone. This blows.
Yes but BE CAREFUL since I had a smaller player attack me, he then showed up as being AT WAR with me, and when I counter-attacked him, I got pummelled by the galactic empire. So, even when the opposing alliance is showing as “at War” because they attacked me unprovoked repeatedly, when I countered to regain my planets, I got penalized with economic sanctions + was decimated by the galactic empire.
This really puts me in mind to NEVER spend any money buying any kind of RC for this game.. absolutely SHAMEFUL and bone-headed on the part oft he developers to make this sort of thing happen, I think many people should THINK TWICE AND THEN TWICE AGAIN before spending money in this game. Based on what I just went through, that money would be purely wasted (as if it is not already bad enough to spend RW money on a stupid virtual-word game)..
There was an issue with the new protection protocols. That has been fixed.
